UNLOCKING THE LIFELONG LEARNING MARKET

LLE Market Research & Consultancy 2025/26

There are more than 15 million adults across the UK who will be potential new students when the Lifelong Learning Entitlement is launched in 2026/27. If successful, the LLE will be a key way of raising the nation’s workplace skills to improve economic growth and productivity, as well as boosting the career prospects and earning power of individuals.

 

It’s also the only new income opportunity for Post-18 providers, but a significant one, worth an estimated £143 billion if all eligible adults were to use just one year of their entitlement.

To help the Skills sector prepare over the next 18 months, the Lifelong Education Institute is offering bespoke consultancy support in the following areas:

  • Research and evaluation

  • Feasibility studies and business case development

  • Identifying what works from current best practice

  • Event management (conferences, roundtable discussions, online and in-person events)

  • Independent advice and brokerage for partnership working.

 

For HE Institutions, FE Colleges, Independent Training Providers, Adult Education Services and Strategic Local Authorities.

 

An initial scoping meeting would enable interested organisations to select from a range of activities, drawing on the LEI’s unique specialist expertise.

 

This could include:

  • Mapping and review of the local labour market, establishing adult skill levels, and identifying priority skills gaps and shortages.

  • Evaluation and assessment, for example, using our innovative RRAA model (Readiness, Relevance, Affordability, Accessibility) methodology to evaluate likely demand for LLE, and market segments using our customised six-box model.

  • Independent facilitation and mediation to help key intermediaries explore policy ideas or opportunities for partnership working, collaboration and cooperation

  • Market research, including pricing and competitor analysis.

  • Campaigns and advocacy - Assistance in designing effective policy campaigns.

  • Organisational “health checks” to assess provider readiness for LLE delivery

  • Feasibility studies to test viability of new models for skills delivery 

  • Project design for skills pilots and pathfinders.
