Higher Education Funding: Is there a Win-Win Solution?

The debate over the future of Higher Education funding rumbles on, and with more and more universities in financial trouble, is becoming ever more urgent. Should the student fee cap be raised, or the loan repayment terms be changed? Should we bring back a cap on student numbers? One proposal, from LEI Advisory Board member Johnny Rich, is by far the most radical - the introduction of a graduate employer levy.


First proposed in 2018 and published again in 2024 by the Higher Education Policy Institute, this idea removes the need for student loans completely whilst providing a sustainable long-term funding solution for HE institutions.
